Accident claims 1 life, 14 injured

ITANAGAR, July 17: Another accident this afternoon between Itanagar and Naharlagun highway claimed the life of one student and 14 others have been injured.

Late Nanu Yakuli hailed from Chyangtajo under East Kameng district.

The vehicle numbering AR-01B-1817 (709 model) carrying 22 passengers met with accident between 3.15pm and 3.30 pm claiming the life of 25 year old student Nanu Yakuli of Arunachal Bible Training Institute, Model village Naharlagun according to police report.

Five of them are seriously injured. One is admitted in R K Mission hospital while four others are admitted in General Hospital Naharlagun.

The cause of the accident is no known as yet. The state capital has witness repeated accidents within this month that has already claimed over 5 lives.  

 

Arunachal Pradesh hit by MoU virus

Itanagar, July 17:  The state government has signed MoAs for 103 hydropower projects for a total of 30, 000 MW since February 2006.  31 of these MoUs/MoAs were signed in just five months before the Lok Sabha polls, each accompanied by huge monetary advances.  The state plans to sign a total of 135 MoAs for 57,000 MW.

This came to light when Arunachal Citizens’ Rights (ACR) filed an RTI seeking information on power dealings in the state.

The Jindal’s signed agreements for two projects totaling 4500 MW in December 2008 and paid an advance of Rs. 297.5 crores to the state government. Reliance Energy Ltd. signed agreements for four projects totaling 2520 MW in March 2009 and paid Rs. 98 crores as advance.  Reliance had already signed two agreements earlier in 2006, one of which (1000 MW Siyom) was taken away from state-owned NHPC Ltd. and given to the private company.

The two projects worth 4500 MW signed by Jindal were also earlier awarded to state owned NTPC, but were taken away as they could not pay upfront advances demanded by the state government.

Arunachal citizens Right(ACR) have raised concern about the rapid pace at which the state government has signed Memoranda of Agreement (MoAs) with hydropower companies in recent times.

The former Minister of State for Power, Jairam Ramesh, had referred to this phenomenon as a ‘MoU virus’ in May 2008.  But the state government has only speed up the process since, while New Delhi has been rapidly granting central clearances, said ACR chairman Bamang Tago.

In the last two years the Ministry of Environment & Forests (MoEF) has given pre-construction clearances to 33 projects and final environmental clearance to one project in the state, not rejecting even a single project!

Arunachal is an ecologically and geologically fragile, seismically active and culturally sensitive state. Two out of the three global biodiversity hotspots which cover India traverse the frontier state: Himalaya and Indo-Burma.

A major concern is the influx of 4-500,000 outside workers to build 135 dams, which is likely to upset the demographic and socio-cultural fabric of the tribal state. Since these mega dams are long gestation projects, presence of such a large work force for long periods will also put a severe pressure on the rich forests of the state, huge areas of which will also be lost due to submergence.  Compensatory mechanisms put in place will also involve converting large areas of Unclassified State Forests (under community control) into Protected Forests (under state control). Thus indigenous communities will see a major undermining of their rights over the entire landscape. Public consultation and green clearances have been reduced to a farcical cosmetic exercise as project developers have already paid huge advances at the time of signing agreements. Cumulative upstream and downstream impacts of so many large projects have also been ignored, he added.

Conflicts over the dams (including in downstream areas) have exploded in the last two years. Youth asking for ecologically and socially sensitive development in the state have been at the forefront of local movements. Activists have appealed to the citizens’ of this country to intervene before the dam ‘MoU virus’ destroys the peaceful state. They have also appealed to the state and central governments for a moratorium on new agreements and clearances to large dams in the state, Tago added.

 

Border tension grips Kanubari

ITANAGAR, Jul 17: Tension gripped the border areas in Kanubari circle of Tirap district after a group of construction workers were assaulted allegedly by NSCN-K cadres last night.

According to reports, a group of NSCN-K cadres swooped down on the labourers engaged in construction works near Kamkuh Rusa village and physically assaulted them besides issuing warnings to some prominent members and an out post of Assam police at Bimlapur.

Reacting to the incident the people of Bimlapur area today imposed ban on movement of Arunachalis and thereby stopping sale of local products including green tea leaves and betel leaves. In the meantime a group of non-APST residents close to Hashe Rusa fled to safety in Assam.

SDO of Kanubari W. Tikhak alongwith police and jawans of Assam Rifles rushed to the spot to assess the situation. However the local residents are irked over the inefficiency of the local administration in responding to the border skirmishes in the area.

In yet another related incident of mistaken identity, a group of people today assaulted a villager of Nokjang of Nagaland at a market place in Assam mistaking him to be a local from Arunachal Pradesh. (Dpnn)

 

Food yet to reach Tali-Pipsorang

ITANAGAR, July 17: All Tali Area Students’ Union (ATASU) alleged that though food grains quotas for Tali-Pipsorang are dispatched every month yet the PDS item does not reach the people.

The union claimed that all offices and educational institutions have closed down and that all government employees have stationed themselves at Ziro and Itanagar.

The Circle officers who are also the liasoneing officers of both the circles are absent from their duties for months together leading to a situation where there is no food security.

ATASU further alleged that the Mini-Hydel Power is lying defunct at Tali for over a year. Both the concern authority and the leaders have turned a deaf ear to the problems faced by the people of Tali and Pipsorang.

The union also alleged that the Veterinary doctor is absent from his post for months together. It claimed that 30 mithuns and large number of pigs have died at Tungmar village under Tali circle and the situation is getting worse by the day.

The union urged the state government to immediately bring about a solution to the problems faced by the people of the two circles.

It also urged for a veterinary team to be sent to Tungmar village.

 

Bar Council and the fraudulent lawyer

ITANAGAR, Jul 17: The woes of the absconding “lawyer” Tagia Michi are not yet over. The Bar Council has decided to keep Michi’s enrolment certificate in abeyance.

One Anom Apang from Itanagar had lodged a complaint against Tagia for fraudulently obtaining enrollment on the roll of Bar Council by submitting forged provisional pass certificates.

Taking serious note of the issue, the Bar Council has constituted a committee to look into the entire episode.

In a letter to the Registrar, Itanagar bench of Gauhati High Court,secretary of Bar Council of eight North east states said that forgery has been confirmed by the Dibrugarh Law College and Dr Rohini Kanta Barua Law College.

 

ANSU express concern at disproportionate posting of teachers

ITANAGAR, July 17: All Nyishi Students’ Union (ANSU) demanded that the state government and authority concerned transfer sufficient JT, ST and subject teachers to various secondary and higher secondary schools of “Nyishi dominated areas”.

Taking serious exception of disproportionate posting of teachers to the school located in the capital and district headquarters ANSU registered its strong protest and dismay.

The union further said that according to the data collected from the directorate office of school education, the schools in the state capital have 50 to 60 teachers in one government school.

The middle school, G Sctor Naharlagun has 46 teachers whereas various secondary and higher secondary schools in the interior places do not have more then 10 to 12 teachers, the union said. ANSU will take up the issue with the state government while it urges Arunachal Teachers Association for its cooperation.

The union further demanded that the state government halt and refrain from any transfer and posting of government employees from their respective posting place till the completion of state assembly elections. Transfer and posting takes place especially during elections to suit the whims and choice of politicians in power, it said.

Administration must be given free hand without too much political interference for proper functioning of the administration.

It thanked the state government for granting exgratia to the parents of Lt. Oshing Lamgu who was murdered in Bangalore on January 21 last.

 

Fish Farmers of Roing and Dirang attends  visit cum training

ITANAGAR, July 17: NABARD in collaboration with Krishi Vigyan Kendra, Roing and Krishi Vigyan Kendra, Dirang (KVKs) sponsored two exposure visits-cum-training for twenty fish farmers each in Roing and Dirang.

A Farmers' Clubs have been organized by KVKs for adoption of modern technology in fish farming. While fish farmers from Roing are sent to College of Fisheries, Agartala, Tripura, farmers from Dirang area are being trained at KVK, Dirang. After the exposure visits KVK officials will follow up with farmers for setting up of units with modern technology.

 

AASA organize mushroom farming training

ITANAGAR, July 17: Action Aid Society Arunachal (AASA) in collaboration with NEIST (North East Institution for Science & Technology) Jorhat –Assam conducted a one day mushroom farming training at Borum village where sixty two farmers from Sood, Borum, Tarajuli, Norchi, Kemchi, attended. Almost all the participants were women.

Dr. P.B Kanjilal Scientist-G (Director) NEIST Jorhat Assam, Dr. R.K Adhakhari Deputy Director NEIST, Chanda Tamuli Scientist In charge, NEIST Branch Itanagar and S.Teetu Yoka president AASA were the resource person of the programme.

Dr P.B Kanjilal, Director NEIST said that there is immense potential for mushroom cultivation in north east states particularly Arunachal Pradesh where farmers can earns more than other agriculture farming.

Farmers should always think for economically viable farming activities instead of sticking to old age agriculture practice.

He said that NEIST is ready to extend necessary technical support to the committed and enterprising farmers.

Dr. R.K Adhikhari said that mushroom is technically rural friendly; it is economically rewarding, and environmentally eco-friendly.

S.Teetu Yoka implored farmers to make best use of the training program.

 

Orientation cum review meet of Papum pare BRCC and CRCC

ITANAGAR, July 17: An orientation cum review meeting of BRCC and CRCC along with all SSA functionaries was held today at DIET Naharlagun.

The meeting discussed and reviewed some of the SSA activities carried out within Papum Pare district.

Papum Pare DDSE cum DPO of SSA District Mission Gania Lazi emphasized on the need for conducting campus examination at cluster level for Class V in the district.

He also called for introduction of unit test, home assignments and monthly test at every school level.

DAEO T T Tara called on the teachers to work with dedication and sincerity. He further said that children studying in lower classes needs to be given more importance.

SSA Rajya Mission Itanagar Finance Controller P Jairmana said that all expenditures should be recorded with proper documents at school cluster and block level so that there will be no problem at the time of auditing.

Papum Pare ADEO and Dr A K Mishra also spoke on the occasion.

 

Mechuka BJP joins INC

ITANAGAR, Jul 17: According to a press release issued by Tadu Ragmuk, BJP Block president Mechukha, the unit has tendered its resignation en-block and joined INC with a view to support Pasang Dorjee Sona as the candidate in the ensuing assembly elections.

Those who resigned include vice presidents Tsering Naksang, Nyadu Puyor and youth president Tabum Samyor, vice president D K Chukla and general secretary Gopal Singlong.

 

DC calls for control of vector borne disease

Changlang, July 17: A meeting among the governing council of District vector borne disease Control society was held here at Changlang today under the chairmanship of Deputy Commissioner, Changlang.

Deputy Commissioner cum Chairman, VBDCS, Changlang urged the members to give utmost effort to control vector borne diseases as   cases of Malaria is on the rise in Diyun and Balinong.

He informed the house that Arthropods are the most important disease vectors. Arthropods may affect human health either directly by bites, stings, or infestation of tissues, or indirectly through disease transmission. Several general of arthropods play a role in human disease, but mosquitoes are the most notable disease vectors.

He advised DMO, Changlang to intensify the preventive measures to combat malarial cases.

Changlang DMO Dr. Pramathesh De, while presenting the performance report of the Society informed that 20 nos of MPWs (??) at Changlang District Hospital, 52 nos &54 Nos of Community Volunteers were trained at Bordumsa CHC and Jairampur CHC respectively in different trainings conducted in their respective areas in the year 2009-10.

While presenting the proposal of containment of Malaria in the coming year Dr De informed that MPWs, ASHAs and Laboratory Technicians will be re-trained and Bed nets will be impregnated which gives 6 to 8 months protection. The target for impregnation of community own bed is 78, 281, he added.

He further proposed that timely application of DDT in adequate dosage, Coverage and quality during Malaria transmission season can be effective to prevent malaria-carrying mosquitoes to survive there by minimizing malaria transmission.  (DIPRO)

 

110 MW Pare Hydro Electric Project gets Forest clearance

NAHARLAGUN, July 17: Ministry of Environment & Forests, Govt. of India has accorded Forest Clearance under the Forest (Conservation) Act, 1980 for construction of Pare Hydro Electric Project (110MW) over Dikrong River by NEEPCO Ltd. near Doimukh in Papum Pare.

It was stated in an official press release by Dr R. Kemp, Conservator of Forests (Cons) cum Nodal Officer, Forest Conservation.

The Central Government’s approval was conveyed to the NEEPCO Limited on July13 by the Department of Environment & Forests, Govt. of Arunachal Pradesh. The Pare Hydro Electric Project is conceived as Run-of-the-River scheme over River Dikrong(Pare) located about 5 Km downstream of the existing Power House of Ranganadi Hydro Electric Project(3X135MW) already commissioned by NEEPCO during 2002. Tail water discharge from the existing upstream project will be utilized along with discharge of Dikrong (Pare) river to generate 110MW of hydro power which will benefit the State of Arunachal Pradesh in particular and the Nation in general.(DIPR)

 

Power, education takes centre stage in Seppa Coordination meet

SEPPA, July 17: A coordination meeting was held under the chairmanship of Deputy Commissioner, Pige Ligu here at Kameng Hall. The meeting was organized to come up with new ideas to set vision for the development of the district.

Minister and all the Members of Legislative Assembly of the district, Heads of Department and other Administrative officers attended the meeting.

All the Department Heads highlighted their ongoing schemes and achievement during last five year plan.

Power being a major issue in the district, the EEs of Power & Hydropower informed the house that the 3-MW Pacha Hydel Project is complete but due to non-availability of load consumption capacity, full testing is pending.

Kameng Dolo said that development depends on coordination between the elected representatives and the officers. He insisted on the promotion, development & uplift of Sullung/Puroik community in the district. He also pointed out that Departments like Horticulture, Agriculture & Fisheries are economic oriented, and hence, all the schemes under these Department should be properly utilized and monitored.

While speaking on the issue of power failure in the district, he informed the house that very soon before the Assembly elections, he would invite Chief Minister Dorjee Khandu to inaugurate the 3-MW Pacha Hydel.

Minister Atum Welly suggested that illegal tapping of power supply must be stopped immediately. For this the Department of Power and District Administration should strive hard to stop such practices. He presented the house that if such illegal practices are stopped then the Govt. revenue can be accelerated.

Hemu Techi and Tani Loffa while welcoming the new Deputy Commissioner assured that they would cooperate with the Administration as far as development is concern in years to come whether they are re-elected or not.

They also expressed that all the state/centrally sponsored schemes should be properly implemented. All the elected representatives also assured the District Administration to fully cooperate in the ensuing Assembly elections.

The DDSE informed the house that the Department is facing acute shortage of teachers.

He appealed the Minister and MLAs to look into the matter. He also highlighted on Total Literacy Campaign, Mid day Meal and Rashtriya Madhyamik Shiksha Abhiyan (Universalisation of Secondary Education).

A social service and cleanliness drive will be conducted on July 18 under the supervision of District Administration. The DC has requested the citizens residing in Seppa Township to extend full cooperation in this drive. (DIPRO)

 

REYBSA humiliate McMohan

naharlagun, Jul  17:  REYBSA beat MC Mohan by 5-1 in a Group B match on the 6th day of the on going Tai Nikam Memorial Football Tournament at Rajiv Gandhi Stadium here today.

REYBSA shot into lead 5 minute into the match through Eli Basar. Although McMohan dominated the first half, but their all attempts for the equuilizer were thwarted by REYBSA. REYBSC was leading the match  2-0 in the first half. After the lemon break, REYBSC added three goals  through captain Moge Riba (in 45th min.) and   Eli Basar (66th and 70th min.)

The lone goal for McMohan team was scored in  50th min. through a penalty kick by Dari john.

Tawang School celebrates world population week

Tawang, July 17: With posters and slogans which read ‘population and environment, the basis for sustainable development’, ‘gender does not affect motherhood’, the celebration of the World Population Week in the Govt. Secondary School, Bomba came to an end today.

Senior Medical Officer, Lobsang Tempo explained the importance of population education and appealed the students to be a mediator in educating the villagers to impart the danger of rapid population growth.

The school Head mistress, Norbu Drema asked every members present on the function to pledge for the same for a better future of opportunities.

Amidst colorful cultural programs, essay and painting competitions on the topic of Population Education were also organized where one of the student speaker said, “Education is not a favor but a right which every human being irrespective of gender is entitled to.” A human rights activist in the making! Drought like situation

ITANAGAR: Anchal Samity Member, 38-Lower Tarasso Panchayat highlighting the drought like situation in Tarasso circle, appealed the state government to depute expert team comprising of officials from Agriculture department to assess the losses being faced by the farmers of the area and immediate grant of drought relief to the victims.

 

“Depute veterinary team”

ITANAGAR: All Parang Circle Youth Association in a letter to Director, Animal Husbandry and veterinary highlighting the outbreak of “epidemic” in the area, appealed to depute veterinary team along with medicine to control and check further spread of the epidemic.

It claimed that numbers of domestic animals have been died including 34 Mithuns and 27 cows.

 

GWS to intervene

ITANAGAR: An emergency meeting was conducted by Galo Welfare Society today at its Itanagar Office, with Galo Students Union (GSU) on the issue of proposed boycott of Chief Minister’s visit to West Siang by GSU. After prolonged discussion on the reasons and the demand, GWS requested the GSU to defer the boycott call in the larger interest of the people.

GWS on its part assured to take up the matter with appropriate authority which the students union agreed to.

 

Ngowa congratulated

ITANAGAR:  All Tirap Students’ Union congratulated Ranphoa Ngowa for success in solving the world largest commercial Jigsaw challenge and registering his name in the World Record Academy and Limca Books of World Records.

It appealed the state government, various NGOs, Students’ Organization and well wishers to render moral and financial support to Ngowa to participate in the forthcoming World Rubik’s Cube Championship to be held at Dusseldorf in Germany from October 9-11 next.

RTI, transparency vis as vis functioning of govt depts

Madam,

 Firstly I want to congratulate all the Daily newspaper Houses of the state, who have contributed to the positive development of this state by not only updating the current happenings of the state and the world around but also equipping us the power to question any form of injustices through the reader’s forum which has become our second RTI weapon.

The R.T.I initiative taken by the Government of India is one of the best policies ever being created. And it has become an Institution standing for transparency for all development related works.

The state government though implementing new schemes and policies on paper should also follow the policy of good governance for qualified, dedicated as well as innovative professionals.

The rampant corruption as we all know in most departments and especially those departments which is a necessity to all common people like the transport department where an extra sum of Rs 200 is charged on small commercial vehicles and Rs 400 is charged on bigger vehicles in the name of fitness certificate as well as Rs 100 on issuing of driving license in cash. Does this actually go to the state treasury? Or are we being looted due to necessity for the document.  

Legal and Metrological department which has been conducting continuous raids on business establishment deserves appreciation. But again is this long lived or just a show off for publicity to become ‘heroes’ of the blue moon as it is heard from business establishment that they do implement fines but also with an extra incentive with the pretext of dire legal consequences .

The question is what they do with the seized commodities after implementing fines.

Therefore, if the Government is really caring for the common people, agencies similar to the functioning of the R.T.I department should be created with independent charge at the state level so as to curb the arising corruption of officials of the various departments which will definitely lead to overall development of the state and proper implementation of all projects.

Make recruitment process free and fair

Madam,

Now-a-days students are losing their confident about talent because of involvement of politicians in recruitment process in Govt job. Students are confident that they can get any job with the help of politicians. So they don’t go for academic excellence, instead work for political party; and the political leaders exploit them for their own interest.

This is very bad trend. Due to this easy way to job, the students are lagging behind and are not able to compete in national level. If they are getting something very easily with the help of politicians then why should they go for the same by taking so much of pain?  Especially talented students from poor family and rural area have been suffering badly as there is no taker of talented candidates through talent hunt.

It is a common notion among the students that the interviews are held only to maintain formality and the vacant posts are already filled up before conducting interviews especially to group D and C posts.

Therefore, I request the authorities and the politicians to create a conducive atmosphere and conduct examinations and interview under strict guidelines or recruitment rules. This will make the students to concentrate on knowledge rather pursuing the politicians for their backing.

I would also request the SSA authorities to conduct  free and free interviews  for selection of only deserving candidates. Authorities should not succumb to any pressure from politicians. The academic records and well performance of the students should be given first preference. Teaching is a very important profession. For me teachers are not less important than any other officers. We need qualified teachers and quality education. However, I would like to appreciate APPSC which conducts interview through free and fair means. Hope, it would continue its fair selection process.

Save Itanagar from turning into a  garbage town

Madam,

Itanagar town needs a proper maintaining of wasted materials so that it can not turn into a garbage town.

Every corner of the city has become a garbage-dumping place. Sewage water flows badly in some colonies. To maintain the town in good condition depends on the public and town planning committee.

In some town of North-Eastern region like Shillong and Mizoram; Town development committee has provided trucks that run round the town to collect the garbage from every corner where public have put in a proper place temporarily. Trucks carry the garbage to deposit in somewhere far away from the town.

Itanagar is a beautiful town that God has bestowed with natural beauties. It has tremendous potentialities to attract tourists from different corners of the world.

Concerned authorities and the citizens need to act appropriately to keep the town in good condition and beautiful.
